Residents of new regions will be credited with seniority when they enter the civil service – Kommersant

President Vladimir Putin signed a decree according to which residents of the Donetsk and Luhansk People’s Republics (DPR and LPR), as well as Zaporozhye and Kherson regions, will be credited with the experience gained before the regions joined Russia when they enter the civil service. The document states that civil servants who have gained experience in the DPR, LPR and Ukraine will be able to keep their earned pension for years of service. The length of service of civil servants who have transferred to Russian citizenship will be taken into account when calculating leave for long service and payments for efficient civil service. We are talking about the positions of deputies, diplomatic workers, judges, prosecutors and others.

According to the decree, the period of service in military and other formations that are recognized as terrorist in Russia will not be counted as seniority. Also, the length of service will not include “the period of participation in illegal actions against the DPR and LPR, as well as periods of membership in extremist organizations and participation in hostilities against the Russian Federation.”

On September 30, 2022, Vladimir Putin included the DPR, LPR, Zaporozhye and Kherson regions into Russia following referendums. Ukraine, as well as a number of Western countries, did not recognize the territorial changes and condemned them, calling them annexations.
