Regional parliaments finish reporting on the income of deputies in a generalized form

Vedomosti analyzed the websites of all 85 regional parliaments (legislative assemblies were not elected in four new subjects). 62 Legislative Assemblies in some form reported that deputies reported on income in a generalized form. More than 40 indicated how many deputies from those working on a permanent basis (i.e. for a salary) submitted declarations, and from those who work on a non-professional basis, filed notifications that they did not make transactions that must be declared.

The website of the Primorye Legislative Assembly says that 21 full-time deputies provided information on income. At the same time, only information on the income of the chairman of the Legislative Assembly, Alexander Rolik, was published separately – an income of 7.4 million rubles, as well as an apartment and a garage.

In the Murmansk region, 21 full-time deputies reported their income, while the table indicated the average annual income of deputies – 3.8 million rubles. One deputy made a deal that needs to be declared. It was also written in the table that there were three real estate and transport objects that the deputies acquired in 2022. Another 11 deputies who work on a non-permanent basis (that is, they receive a salary not only in the Legislative Assembly) were notified that they did not make transactions that need to be declared.

The vast majority of the regions posted reports on how many deputies provided information on income.

For example, on the website of the Moscow City Duma, the table says that out of 45 deputies, all 15 deputies who work on a professional basis have submitted declarations. Of the deputies on a non-permanent basis, one deputy presented information that must be submitted in case of transactions that are subject to declaration.

Another 29 people reported that they did not make such transactions. It was in this form that information was posted by more than 40 Russian legislative assemblies.

The People’s Assembly of Dagestan informed that out of 90 deputies, 89 deputies reported on their income, while one “without explanation” did not provide data.

In Crimea, the State Council announced that it was decided to check the compliance of two deputies of the State Council with the prohibitions established by law. The State Council of Tatarstan reported that 98 out of 99 deputies filed declarations in the proper form. Another deputy “improperly fulfilled his duty.” The names of the perpetrators are not known.

In several regions, it is separately reported that one of the deputies was exempted from filing declarations. For example, in Stavropol, 49 deputies provided information on income, one was exempted from filing declarations “in connection with the direction (secondment) to perform tasks” in the new territories. The Samara Provincial Duma also reported that one deputy out of 50 was exempted from filing declarations.

In the Kaluga Regional Duma, out of 40 deputies, only three submitted declarations, because only they work on a permanent basis, the remaining 37 notified that they did not make transactions requiring declaration. The situation is similar in the Kirov region – there only four out of 39 deputies work on a permanent basis, in the Kurgan region – only two out of 34 deputies.

Some legislative assemblies published practically no information, only brief reports on the submission of declarations. For example, on the website of the State Council of Udmurtia it is only written that information on the income of deputies for the past year is presented in accordance with the current legislation, without violations. The same is true in the Leningrad, Magadan, Tambov, Tula regions and other regions.

Some regional dumas, such as the parliament of the Chelyabinsk region, wrote that information on income in connection with the presidential decree is not published. Some regions did not even publish information about the income of deputies in a generalized form, such as the Nizhny Novgorod, Arkhangelsk regions, Perm Territory, etc.

The parliament of St. Petersburg became the most open legislative assembly following the results of the declaration campaign. There, they decided to depersonalize information about the deputies in their own way. Each parliamentarian was designated by a number, indicating the amount that he declared: “deputy 1 – 3,936,075.82; deputy 2 – 3,899,839.23; deputy 3 – 3,027,308.28; Deputy 4 – 3,979,629.82”, etc.

In the same form, the income of their spouses, minor children (5,902 rubles was earned only by the minor child of Deputy No. 6), expenses of deputies and their spouses on real estate, as well as the amount of real estate and vehicles owned by them, are indicated in the same form.

Attention to incidents arising from the publication of declarations, as this time happened with the Legislative Assembly of St. Petersburg, is higher than to the fact of the existence of declarations, says Mikhail Vinogradov, president of the Petersburg Politics Foundation. “Still, regional deputies are often not the most recognizable people. Yes, and the attitude towards declarations remains restrained – there is a stereotype that the more income a person has, the more ways he knows to hide them, ”the expert says.

On December 29, 2022, President Vladimir Putin signed a decree according to which, during the period of hostilities, military personnel, law enforcement officers participating in a special operation or performing tasks related to its conduct, persons “seconded to perform tasks” in the DPR, LPR, Zaporozhye and Kherson region, do not provide information on income. The same decree stipulated that declarations were not published in the media and on the Internet.

In January, the State Duma adopted a law according to which information on the income of State Duma deputies, senators, and regional deputies should be published in a generalized form, without personal data. The same law stated that regional and municipal deputies working on a non-permanent basis were exempted from the annual filing of declarations. In the event that they make transactions that exceed the income of the deputy and his wife for three years, they must report this. The subjects, following the State Duma, adopted similar amendments to regional legislation, Vedomosti wrote on March 14.
