Refugees from the Kharkov region encountered problems receiving payments

Refugees who arrived in Russia from the territory of the Kharkov region encountered problems in receiving social benefits, benefits and payments, they said RBC representatives of charitable foundations working with refugees. According to them, problems arise due to differences in the status of immigrants from the Kharkov region with those who came from new regions of the Russian Federation.
In particular, refugees from the Kharkov region are not subject to special decrees or benefits intended for those who lived on the territory of the DPR, LPR, Kherson or Zaporozhye regions. According to the updated in order issuance of maternity capital, which comes into force on January 1, 2024, only people who have Russian citizenship at the time of the child’s birth will be able to apply for it, and the child must have Russian citizenship by birth. Exceptions are made only for residents of the four new regions.
As Vladimir Artyushenko, a lawyer at the House with a Lighthouse Refugee Fund, emphasized, if the children of Ukrainian refugees have acquired Russian citizenship, the parents will not be able to apply for maternity capital. Also, according to Mr. Artyushenko, refugees from the Kharkov region, unlike residents of new regions, may be denied payments for children if at least one of the family members had zero income over the last 12 months.
He explained that Kharkov residents also do not receive compensation for housing damaged during hostilities and a one-time payment for children in the amount of 100 thousand rubles, which laid down in case of injury in new Russian regions, as well as in entities adjacent to the zone of special military operation.
