The Ministry of Finance of Russia intends to prepare and send to the government proposals to reduce the number of federal state institutions (FKU) subordinate to federal authorities. This is stated in the draft annual report of the Ministry of Finance, figured out RBC.

Such a measure, according to the ministry, will improve the efficiency of budget expenditure management. At the same time, it is proposed to maintain the volume of budgetary funds provided for the salaries of PKU employees in order to increase their level.

The press service of the Ministry of Finance told RBC that they are working “to optimize the network of state institutions subordinate to the federal executive authorities of the” government bloc “. In its report, the agency also notes that in 2022 it has already initiated cuts in two FKUs. In FKU “Nalog-Service” of the Federal Tax Service, the maximum number of personnel was reduced by 924 units, and in the Center for Supporting the Activities of the Treasury – by almost 2200.

As noted RBC, in the structure of federal state institutions, the share of PKU is about 75%. At the beginning of the year, according to Rosstat, just over 9,000 such institutions were registered. Most federal state institutions of all types are under the jurisdiction of the Ministry of Internal Affairs (2402), the Ministry of Justice (1958) and the Federal Penitentiary Service (1724). In 2021, 2.57 million people worked in PKU, and the wage fund amounted to almost 1.8 trillion rubles.

According to the director of the Institute for Public Finance Reform Vladimir Klimanov, it is more difficult to optimize the subordinate network at the federal level than at the regional level due to departmental disunity and a smaller number of institutions of the same type.
