The decision concerns 11 federal universities:

  • Institute of Legislation and Comparative Law under the Government of the Russian Federation,
  • Moscow State University (MGU),
  • Research Center for Private Law. S.S. Alekseev under the President of the Russian Federation, Financial University under the Government of the Russian Federation,
  • National Research Center “Kurchatov Institute”,
  • St. Petersburg State University (SPbGU),
  • Russian Academy of Painting, Sculpture and Architecture Ilya Glazunov,
  • Russian Academy of National Economy and Public Administration under the President of the Russian Federation (RANEPA),
  • National Research University Higher School of Economics (NRU HSE),
  • Russian Foundation for Basic Research (now RCNI),
  • Russian Academy of Education (RAO).

According to RBC, the rectors of Moscow State University, St. Petersburg State University, National Research University Higher School of Economics, Kurchatov Institute and RANEPA spoke out against the decision. St Petersburg University and Moscow State University considered it impossible to agree on the project, since it “does not take into account the characteristics of individual institutions”, the administration of which is appointed by presidential decree. The Kurchatov Institute said that their standard contract does not provide for the ratio of salaries of managers and employees. The National Research University Higher School of Economics and the RANEPA proposed to raise the ratio and set it at 1 to 15.

In May, the Accounts Chamber prepared a list of universities that lag behind in terms of salaries of employees from the May decrees of Russian President Vladimir Putin. The list includes Moscow State University, St. Petersburg State University, RANEPA and Glazunov Academy. Recall that according to the May decrees of Mr. Putin, salaries in universities in the regions should be 200% of the average for the region, in Moscow – 100%.
