Putin will deliver a message to the Federal Assembly by the end of the year

Russian President Vladimir Putin will deliver a message to the Federal Assembly by the end of this year, Presidential Press Secretary Dmitry Peskov said. He added that there are no dates for the direct line yet.
“According to the law, the constitution, the president must deliver a message [Федеральному собранию]. Therefore, before the end of the year this should happen, and it will happen, ”Peskov noted (cit. according to TASS).
Earlier, in July, Peskov reported that the message of the head of state could be postponed until autumn. This is not the first time that the message could be transferred. In particular, at the end of December 2021, Peskov reported that it was planned for the beginning of 2022 and preparations had already begun, but at the end of January 2022, he admitted that it could be postponed due to the situation with the coronavirus. In early February, Vedomosti sources close to the presidential administration reported that the annual message could be announced in early March.
Putin last delivered a message to the Federal Assembly on April 21, 2021. It lasted 1 hour and 18 minutes. Then the head of state spoke about the fight against the coronavirus pandemic, the socio-economic development of Russia, relations with other countries, and also announced a number of new measures to support the population, including announcing payments to families with children and pregnant women.
The date on which the president must prepare a speech before the Federal Assembly is nowhere specified. The 84th article of the Constitution only states that the president addresses “with a message on the situation in the country, on the main directions of the domestic and foreign policy of the state” annually. At the same time, in different years the president spoke at different times. In particular, during almost the entire presidential term, from 2012 to 2016, Putin delivered a message in December. In 2017, the speech was postponed and eventually announced on March 1, 2018. The earliest speech with the message was in 2020, then Putin addressed the Federal Assembly in January, the message was devoted to the upcoming change in the Constitution.
