President Vladimir Putin signed decree on the inclusion in the State Council of the heads of several regions, as well as the mayors of Samara and Belogorsk (Amur Region) Elena Lapushkina and Stanislav Melyukov. The heads of Tyumen and the Uzlovsky district of the Tula region Ruslan Kuharuk and Marina Kartashova, respectively, were excluded from it.
The State Council includes heads of regions who were elected as a result of the September elections. These are the governors of Vladimir, Kirov, Ryazan, Saratov, Tomsk, Yaroslavl, Tambov regions, as well as the head of the Republic of Mari El.
The State Council is a constitutional state body formed by the president. It was created for the functioning and interaction of authorities. The State Council includes the prime minister, speakers of the Federation Council and the State Duma, the head of the presidential administration, governors and other persons included by decision of the president.
