Putin suggested thinking about criminal liability for discrimination against Russians living abroad

Russian President Vladimir Putin gave a number instructions following the meeting of the Council for the Development of Civil Society and Human Rights (HRC) held on December 7, 2022. Among them, he recommended that the State Duma, together with the Federation Council and the Investigative Committee of Russia (TFR), consider the proposals of the Human Rights Council to introduce criminal liability for discrimination against Russians living abroad.
If necessary, the president called for appropriate changes to Russian legislation. Speaker of the State Duma Vyacheslav Volodin, Prosecutor General Igor Krasnov and Chairman of the TFR Alexander Bastrykin were appointed responsible for the execution of the order.
Recently, representatives of the Russian authorities have repeatedly spoken out in favor of imposing restrictions on Russians who have left the country, or depriving them of their citizenship. Yes, Mr. Volodin suggested to confiscate property from the “left scoundrels” who insult the inhabitants of Russia, as well as its soldiers and officers.
In the proposal voiced by Deputy Chairman of the Security Council Dmitry Medvedev, noted the need to act according to the “rules of war” in relation to “traitors”. Mr. Medvedev believes that if “the laws don’t work,” they should be enforced by “quiet groups of irreproachably inconspicuous people.”
Today, January 13, member of the HRC Kirill Kabanov announced the forthcoming discussion on the introduction of the legal term “traitor” into Russian law.
