Putin signs law on general approaches to calculating family income for social assistance

Russian President Vladimir Putin signed law, approving approaches to the calculation of family income for the provision of social support. The law establishes the replacement of the concept of “household” with the concept of “family” when assigning social benefits.
According to the document, the family includes the applicant, his spouse, minor children and children under the age of 23 who study full-time in educational organizations. When calculating the average per capita income, the family does not include conscripted military personnel who study in military educational institutions and who have not entered into a military service contract.
It is noted that monthly payments for a child aged three to seven years and other social support measures will be calculated under the terms of state social assistance. It is noted that payments will be calculated, including on the basis of a social contract.
Today, July 24, Vladimir Putin also signed law on the execution of the budget of the Social Insurance Fund (FSS) for 2022. The FSS budget revenue for 2022 amounted to 1.029 trillion rubles, expenditure – 1.149 trillion rubles, deficit – about 120 billion rubles. According to the document, the fund’s income was fulfilled by 104.2%, the main part of which is insurance premiums (76%). The fund’s expenses on temporary disability and maternity insurance amounted to about 820 billion rubles, on insurance against industrial accidents and occupational diseases – about 117 billion rubles.
