President Vladimir Putin signed a law exempting from criminal liability participants in a military operation who have committed crimes of small and medium gravity. The document applies to those who have entered into a contract for military service during the period of mobilization, martial law or in wartime.
Bill prepared a group of parliamentarians headed by the chairmen of the state-building committees of the State Duma and the Federation Council Pavel Krasheninnikov and Andrey Klishas. Exemption from liability and repayment of a criminal record will be possible in case of receiving a state award or dismissal from military service on separate grounds, follows from the law.
Such a mechanism “will contribute to the achievement of the goals of punishment, and will also provide additional opportunities for manning the armed forces of the Russian Federation,” the authors of the document believe.
