Russian President Vladimir Putin signed a law that introduces from July 1, 2023 an excise tax on sugar-containing drinks in the amount of 7 rubles. per liter corresponding to document published on the official portal of legal information.
Non-alcoholic beverages with the addition of sugar and other sweeteners, the content of which exceeds five grams per 100 ml of drink, are subject to excise duty. The list also includes drinks based on alcohol-containing raw materials with a volume fraction of ethyl alcohol of not more than 1.2%. Excisable goods also include drinks made using drinking or mineral water, with a volume fraction of ethyl alcohol not exceeding 0.5%.
Specialized drinks that have passed state registration and are included in the unified register of specialized food products will not be subject to excise duties, just like fermented drinks, kvass with an ethyl alcohol content of 0.5% to 1.2% inclusive, nectars, juices, fruit drinks and juice-containing beverages.
Earlier it was reported that due to the introduction of an excise tax on sweet drinks, the federal budget could receive additional revenues in the amount of about 35 billion rubles. per year, which are planned to be used to finance activities to combat diabetes.
Against the backdrop of the discussion of the bill, President of the Union of Producers of Juices, Water and Drinks (“Soyuznapitka”) Maxim Novikov informed TASS that the possible introduction of an excise tax on sugary drinks may lead to a reduction in investment in their production. Earlier, the manufacturer of lemonades Chernogolovka announced the suspension of investments in new production facilities in connection with the introduction of an excise tax on soft drinks.
