Putin signed a law on a new procedure for approving the head of the Accounts Chamber

Russian President Vladimir Putin signed the federal lawwhich leads, in accordance with the Constitution, the procedure for appointing and dismissing the chairman of the Accounts Chamber.

In accordance with the constitutional amendments of 2020, candidates for the post of head of the Accounts Chamber are submitted to the president by the council of the chamber of the Federation Council on the proposals of its committees (previously this issue was within the competence of the State Duma). If the head of state is not satisfied with any candidate (there must be at least three), he has the right to introduce his own. The resolution on appointment to office is adopted by a majority vote of the total number of senators.

At the same time, the powers to appoint a deputy chairman are transferred from the Federation Council to the State Duma. Candidates must be proposed to the president by the council of the lower house of parliament on the proposal of factions.

The document also expands the authority of the department and introduces a new type of audit conducted by the Accounts Chamber – a compliance audit. The agency will evaluate the compliance of the subject matter of the audit with regulatory legal acts.

The law gives the Accounts Chamber the right to participate in legislative activities of state bodies and have constant access to information systems not only of federal state bodies, but also of state non-budgetary funds management bodies, as well as federal state institutions.

At the moment, the post of Chairman of the Accounts Chamber is vacant. Its former head Alexei Kudrin resigned at the end of November and went to work for Yandex.
