Putin revealed measures to improve demographics: payments to large families, housing programs worth billions

A pressing issue for every family is housing.

The new 19th Presidential Address was not in vain – it turned out to be unprecedented in the number of social mandates and specifics, expressed in convincing amounts of billions and even trillions of rubles. These considerable funds will be addressed to parents with many children, schools and universities, as well as to support families with children, especially in remote regions. The entire range of measures on the social “background” of fertility in the Russian Federation will include a new national project “Family”.

Usually, Putin’s speech is immediately disassembled into theses and quotes. And now, before the “federal order” had time to be heard, experts had already noticed details – that the president identified the family as the first social topic of his speech.

“Family values ​​are passed down from generation to generation,” Putin began. – The main purpose of the family is procreation, education, continuation of the life of the people. We choose life.

Speaking about the decline in the birth rate, the head of state mentioned “global technological and other reasons.” Not only the economy, but also a change in life orientations.

“The work of all levels of government, society, and pastors of all religions is important,” the president noted.

To solve specific problems associated with large families, Putin noted the need to increase family incomes. Already, 11 million people receive money under the social contract, according to the line of social payments for children “from pregnancy to 18 years of age.” The government will expand this assistance – another 100 billion rubles will be allocated for social payments to families.

– By 2030, the poverty level will drop to 7%, for large families – to 12%. The fight against poverty is the main task, the president said. And he especially noted the regions with low birth rates in Central Russia and the North-West – “we will allocate 75 billion rubles to them as part of the demographic project starting next year.”

Of course, a pressing issue for every family is housing. Here, too, the president named a number of specific reforms and financial investments for families with children.

The lending program for families with children under 6 years of age (at 6%) will be extended, as will the mortgage lending program for a third child. It was decided to extend the maternity capital program, which according to statistics is most often invested in housing, until at least 2030.

“There are now 2 million families in Russia with three or more children,” Putin said. – From 2018 to 2022, the number of large families increased by 26.8%, this is a good indicator.

The head of state said that work on comprehensive support for families in the Russian Federation will continue: “we need the status of a large family, more free funds for demographics.”

The president named doubling the tax deduction for the birth of a child as additional effective and specific measures to support families with children and increase the birth rate. New programs to support women’s and children’s health, such as expanding the network of antenatal clinics throughout the country, building new children’s hospitals and clinics – more than a trillion rubles will be allocated from the federal budget for these purposes. New kindergartens and schools, for the construction of which 400 million rubles will be allocated.

In small towns and places with a low rate of housing construction, a total of 100 new kindergartens and 150 schools will appear, and special conditions for family mortgages for new buildings will be considered “as soon as possible.” Also in terms of the “housing issue”, the new program for relocating emergency housing, improving the quality of housing and communal services and extending the Clean Water project, as well as expanding the social gasification program, announced at the Address, will also appear.
