Putin: Preferential mortgages will increase the topics of restoration of new regions

The introduction of a preferential mortgage program for the DPR, LPR, Zaporozhye and Kherson regions will increase the pace of recovery of cities and towns in these regions, declared Russian President Vladimir Putin. He spoke about this during a meeting on the restoration of residential infrastructure destroyed in the border areas and as a result of emergencies.
“The introduction of preferential mortgages should serve to develop construction in new and, in fact, in our old, historical territories, increase the volume of housing commissioning here and, in general, increase the pace of restoration of cities and towns,” he said.
In areas where hostilities have ended, social facilities are already being put into operation, communal infrastructure, roads, communication networks are being repaired, the president added.
Decree on the launch of the preferential mortgage program in the new four regions of Russia in early January signed Prime Minister Mikhail Mishustin. In mid-December, Putin proposed launching such a program. According to the document, it is possible to obtain a mortgage loan at a rate of no more than 2% per annum for the purchase and construction of housing in these regions. The maximum mortgage amount is 6 million rubles, and the down payment is at least 10%.
Profile Deputy Prime Minister Marat Khusnullin suggested that at first preferential mortgages in new regions would not be very popular. At the same time, he added, this program is “an important step in the economic integration of regions.” Khusnullin noted the interest of developers in it. According to him, “the demand for mortgage programs will grow.”
On September 30, the President of the Russian Federation and the heads of the DPR, LPR, Kherson and Zaporozhye regions signed agreements on the regions joining Russia. On October 4, the Federation Council, following the State Duma, ratified all the treaties, and the next day, Russian President Vladimir Putin signed federal laws on the admission of four new subjects to the Russian Federation. Martial law has been introduced in four regions since October 19.
