What is the President’s message

According to Art. 15 of the Constitution, the President addresses the Federal Assembly with an annual message on the situation in the country, on the main directions of the domestic and foreign policy of the state. In addition, the law on strategic planning states that the annual message is “the basis for determining the strategic goals and priorities of socio-economic development and ensuring the national security of Russia.” In pursuance of the message, the president issues decrees that define strategic goals and priorities for socio-economic development and national security.
