Putin made amendments to change the informing of the UN and the Council of Europe on martial law

Russian President Vladimir Putin submitted amendments to the State Duma to change the procedure for informing international organizations about the military or state of emergency in Russia. They are connected with the termination of Russia’s participation in the Council of Europe.
After the adoption of the law, Russia will not inform the Secretary General of the Council of Europe about the introduction and lifting of martial or state of emergency.
Amendments are being made to the laws “On martial law” and “On the state of emergency.” According to the current legislation, in the event of the introduction of martial law on the territory of Russia or in certain regions, the president of the country must notify the secretary generals of the UN and the Council of Europe about the withdrawal of the Russian Federation from its obligations under international treaties related to the restriction of the rights and freedoms of citizens.
When a state of emergency is introduced on the territory of Russia, informing is the responsibility of the Ministry of Foreign Affairs. Also, the UN and the Council of Europe must be notified in the event of the termination of martial law or a state of emergency.
However, according to the amendments proposed by Vladimir Putin, the clauses on informing the Secretary General of the Council of Europe should be excluded from the laws and only provisions on informing the UN Secretary General should be retained in the laws.
