Putin introduced amendments to cancel informing the Council of Europe about martial law

Russian President Vladimir Putin submitted amendments to the State Duma on informing the Secretary General of the Council of Europe about the military and state of emergency in Russia. This should from the Duma electronic database.
Amendments are proposed to be made to Art. 37 “On the state of emergency” and Art. 22 “On Martial Law”, which, in accordance with the requirements of the Convention for the Protection of Human Rights and Fundamental Freedoms, provided for Russia to inform the Secretary General of the Council of Europe about Russia’s derogations from its obligations under international treaties related to the restriction of the rights and freedoms of citizens during the introduction of a state of emergency or martial law. Russia was also obliged to report the abolition of these measures.
The explanatory note states that by the law of February 28, Russia terminated the international treaties of the Council of Europe, including the operation of the Convention and ratified protocols to it. “In this regard, it is necessary to amend the indicated federal constitutional laws in terms of the reference to the said Convention and the need to inform the Secretary General of the Council of Europe about the introduction and cancellation (termination) of a state of martial law or a state of emergency,” follows from the document.
The amendments are proposed to leave only informing the UN Secretary General about the introduction of martial law and a state of emergency in Russia.
The day before, on August 8, the order of the head of state was published on the appointment of Deputy Foreign Minister Alexander Grushko as an official representative during the consideration of the bill in parliament.
On February 25, 2022, the Council of Europe decided to limit Russia’s rights in the organization due to a special military operation in Ukraine, then the Committee of Ministers decided to immediately exclude Russia. In March, Russia announced its withdrawal from the Council of Europe and began the corresponding procedure.
