The President submitted to the State Duma a draft decision to denounce the Convention on Criminal Liability for Corruption.
The proposal of the head of state, in accordance with the published documents, boils down to a proposal “to denounce the Convention on Criminal Liability for Corruption, signed on behalf of the Russian Federation in the city of Strasbourg on January 27, 1999 and ratified by the Russian Federation on July 25, 2006.”
In the explanatory note to the presidential draft published by the Duma, the reason for the withdrawal of Russia’s signature is formulated as a restriction by the Council of Europe of the powers of the Russian Federation within the framework of the organization (GRECO), which ensures control over the implementation of the convention, which would actually lead to a situation where the status of the country would mean its agreement with the reports of the organization, but would deprive her of the right to vote in their discussion or acceptance.
