Russian President Vladimir Putin instructed use the unified military registration information system and the register of summonses during the autumn conscription into the army in 2024. The Ministry of Defense, which is appointed responsible for implementing the order, must submit a report to the president by November 1, 2024, then once every six months.
The Defense Department was also instructed to identify the Deputy Minister of Defense responsible for the implementation and development of the digital system of military records and the register of summonses, as well as to form a division of the Ministry of Defense, whose functions include its support. A report on this topic must be submitted to Vladimir Putin by January 15, 2024.
The law on the creation of a unified register of military personnel and electronic summonses was signed by Vladimir Putin on April 14, 2023. The document provides for sending summonses electronically and also imposes restrictions on conscripts. In particular, they will be banned travel abroad. September 19, Deputy Head of the Ministry of Digital Development Oleg Kachanov statedthat the registry will be fully operational from 2025, and the pilot project will be launched before the end of 2023.
