Putin instructed to unify the concept of “spiritual and moral values” in the documents

Vladimir Putin approved the list of instructions following the June 27 meeting of the Council for the Implementation of State Policy in the Sphere of Family and Children Protection. The President ordered to engage in the production of digital content for the “patriotic and spiritual and moral” education of children and youth. He also instructed to unify the concept of “spiritual and moral values” in all strategic planning documents.

Among other instructions published on website Kremlin:

• the government – by December 30 to enshrine in the legislation the full state funding of films for children and adolescents;
• from the 2023/24 academic year, introduce the position of adviser to the director for education and interaction with children’s public associations in all professional educational organizations (submit a report by September 1, 2023);
• submit proposals for supporting the All-Russian Public and State Movement of Children and Youth (report – before December 1);
• to ensure the regular production of “demanded digital content and multimedia products” in “new formats” for the patriotic and spiritual and moral education of children and youth, to allocate 3.9 billion rubles from the federal budget for these purposes. annually starting from 2023 (report by November 1);
• organize “events for teachers aimed at increasing their level of knowledge and competencies for working with youth”, paying attention to “discussion of the current socio-political agenda and the most important achievements of the Russian Federation in various fields of knowledge” (report – before December 1);
• Ministry of Education – to develop an approach to teaching history (together with the Russian Historical Society and the Russian Military Historical Society, report – before December 1);
• The Ministry of Culture is to submit proposals on organizing, at the expense of the budget, regular visits by students of general and secondary general education to cinemas to watch films “aimed at their comprehensive development based on traditional Russian spiritual and moral values” (report – before December 1).

The Ministry of Education previously obliged students in grades 10-11 to take part in the history lessons of a special military operation in Ukraine. Also, high school students will be taught to “rebuff the falsifications of Russian history” and “defend historical truth in the course of discussions.” The teachers interviewed by Kommersant fear that the department wants to turn them into “political commissars.”
