Putin instructed to take measures against the dissemination of information with discrimination based on nationality

President Vladimir Putin instructed to adjust the Strategy of the state national policy of the Russian Federation until 2025, taking into account the integration of new regions. Among other things, questions will be considered on the creation in Moscow of a museum of the peoples of Russia, and a center of national art and folk culture. The Prosecutor General’s Office and Roskomnadzor should take measures against the dissemination in the media and the Internet of information with discrimination based on nationality.

What instructions did the president give following the meeting of the Council on Interethnic Relations, which took place on May 19 (document posted on site Kremlin):

• adjust the Strategy of the state national policy of the Russian Federation until 2025, providing for the integration of the DPR, LPR, Zaporozhye and Kherson regions, as well as determine targets for assessing the effectiveness of work in the state national policy;
• to provide in the programs for the development of new regions regional segments of the state information monitoring system in the field of interethnic and interfaith relations and early warning of conflict situations;
• to organize internships for state and municipal officials from new regions in “public authorities of the Russian Federation”;
• support socially oriented NGOs in the implementation of the state national policy;
• determine the need for additional funding for the public-state organization “Assembly of the Peoples of Russia”;
• check the effectiveness of the information monitoring system for the timely identification of conflict and pre-conflict situations in the field of interethnic and interfaith relations;
• submit proposals for the creation in Moscow of a center of national theatrical art and folk culture on the basis of the National Drama Theater of Russia (Alexandrinsky Theatre);
• adjust the Unified List of Indigenous Minorities of the Russian Federation, taking into account the 2020 census;
• submit proposals for the creation of a museum of the peoples of the Russian Federation in Moscow, using, among other things, the museum funds of the Institute of Ethnology and Anthropology named after N.N.Miklukho-Maclay of the Russian Academy of Sciences, ethnographic and local history museums;
• take measures “to prevent the dissemination of information that discriminates or degrades human dignity on a national basis” in the media and the Internet, to make proposals for “improving law enforcement practice in this area.”

Vladimir Putin also instructed The Ministry of Education and Science, the Ministry of Education and Rosmolodezh to intensify work with the youth of the Donetsk, Lugansk People’s Republics, Zaporozhye and Kherson regions to “harmonize interethnic relations and strengthen the all-Russian civic identity.” The departments must also carry out information work among students and schools to “explain the causes and objectives of the special military operation.” Governors should take additional measures to perpetuate the memory of the participants in the military operation.
