Putin instructed to optimize expert councils at state bodies

Russian President Vladimir Putin instructed the government, together with the Russian Academy of Sciences (RAS), to streamline expert councils at federal executive bodies and state corporations, reported on the Kremlin website.

The list of instructions was approved following the meeting of the Council for Science and Education held on February 8.

“To optimize the expert councils operating under the federal executive authorities and state corporations, including taking into account the need to involve representatives of high-tech public and private companies in their work, in order to form a unified system for the examination of scientific and technical programs and projects financed from budgetary federal budget appropriations,” says one of the items from the list of instructions.

At the same time, Putin instructed to provide funding for scientific research, the topics of which are related to the implementation of the strategic initiatives of the President of the Russian Federation in the scientific and technological sphere and which are of critical importance for ensuring the country’s technological sovereignty. “If necessary, make changes to the regulatory legal acts of the Russian Federation in terms of clarifying the requirements for the formation of a state assignment for the performance of work to conduct scientific research,” the clause states.

The relevant report must be submitted by June 10. Prime Minister Mikhail Mishustin and President of the Russian Academy of Sciences Gennady Krasnikov were appointed responsible.

In early February, Putin declaredthat scientists in Russia need in a short period of time to create “products ahead of the curve” and developments that can ensure the technological sovereignty of the country. The head of state stressed that it is necessary to act “in advance” in order to create “unique, globally competitive solutions” in Russia that will allow the country to be technologically independent.

Mishustin on April 11 at a strategic session on strengthening technological sovereignty pointed outthat the concept of Russia’s technological development, designed for the next eight years, involves radically new approaches. At the same time, he again recalled that strengthening the country’s technological sovereignty is one of the key tasks outlined earlier by the President of Russia. The prime minister emphasized that in order to maintain the stability of the most important industries, it is necessary to ensure a high degree of independence in the creation of technologies, developments and engineering solutions in a short time, as well as to master the production of almost all critical products.
