Putin instructed to ensure accelerated modernization of primary health care

Russian President Vladimir Putin took part in the opening of healthcare facilities in several regions via videoconference. In the opening word before the start of the event, he asked Deputy Prime Minister Tatyana Golikova and Head of the Ministry of Health Mikhail Murashko, together with the heads of regions, to ensure an accelerated modernization of primary health care. The President also said that work to restore healthcare is already underway in the Zaporozhye and Kherson regions and in the Donbass.

According to Vladimir Putin, the state still has a lot to do to improve the availability and quality of medical care. To this end, the national project “Healthcare” has been launched, within the framework of which the primary link is being modernized, the head of state said.

During the event, Mr. Murashko said that almost 500,000 primary care physicians received social payments, and 83% of medical organizations have already transferred the lists necessary for payments to the fund. On December 7, Russian President Vladimir Putin at a meeting of the Council for the Development of Civil Society and Human Rights announced additional payments to primary care physicians. In January the government approved the size of these payments – they will range from 4.5 thousand to 18.5 thousand rubles.

The head of the Ministry of Health also said that in 2023 it is planned to build 1.2 thousand medical facilities, and 900 of them are rural medical and obstetric stations. He added that the department plans to open 27 large facilities this year, including cancer dispensaries, children’s hospitals and a rehabilitation center.

The modernization of the primary link started in 2021 and involves the repair and construction of hospitals, clinics and feldsher-obstetric stations, as well as the purchase of new medical equipment for them in the constituent entities of the Russian Federation on the terms of partial co-financing from the federal center. As Finance Minister Anton Siluanov promised earlier, the federal budget will allocate about 500 billion rubles for these purposes. According to the terms of the project, the regions should invest only about 50 billion rubles.
