Russian President Vladimir Putin showed representatives of African countries the initialed agreement with Kiev, which was agreed in Istanbul last year. Putin said that after the talks in Turkey, Moscow and Kyiv did not agree that the draft treaty would be confidential, and that Russia had never presented or commented on it.
“This draft treaty was initialed by the head of the negotiating group from Kyiv. He put his signature there. He is. That is what it is called: an agreement on permanent neutrality and security guarantees for Ukraine,” Putin said, adding that the document contains 18 articles, and there is also an appendix.
According to the head of state, in the contract “everything is spelled out down to the units of military equipment and personnel of the Armed Forces” of Ukraine.
“But after we, as promised, withdrew troops from Kyiv, the Kyiv authorities, as usual, threw it all into the dustbin of history. They refused it. Where are the guarantees that they will not renounce any other agreements in the future?” Putin said.
Since the beginning of the military special operation in Ukraine, the parties have held negotiations several times. The first three face-to-face meetings took place in Belarus in February-March last year, and the fourth round of the Russian-Ukrainian dialogue was held on March 29 in Istanbul. Later, the process was frozen, since Kyiv withdrew from it.
