President Vladimir Putin signed a law allowing residents of new regions of the Russian Federation to drive cars there without a compulsory motor liability insurance policy until 2025. Relevant document published on the website of legal acts.

Residents of the Donetsk and Lugansk People’s Republics, as well as Zaporozhye and Kherson regions, are allowed to move in their regions without a compulsory motor liability insurance policy until the end of 2023. The law extends this measure until 2024. At the same time, they are required to take out an MTPL policy when traveling to other Russian regions.

In October, the Central Bank of the Russian Federation arranged registration of compulsory motor liability insurance through electronic document management. The Central Bank also plans to establish new pricing rules for short-term MTPL policies, under which the cost of the contract cannot exceed the price of an annual policy. According to experts, this could lead to an increase in the segment’s unprofitability.
