Putin explained to Scholz that the Russian strikes were a “forced measure”

The Kremlin press service reported that during a telephone conversation today, Russian President Vladimir Putin drew the attention of German Chancellor Olaf Scholz to the fact that pinpoint missile strikes by the Russian Armed Forces on targets in Ukraine during the NMD did not begin immediately, and became a response to attacks by Kyiv on Russian civil infrastructure.
“It was noted that the Russian armed forces had long refrained from targeted missile strikes against certain targets on the territory of Ukraine, but now such measures have become a forced and inevitable response to Kyiv’s provocative attacks against Russian civilian infrastructure,” the press service said in a release on results of the conversation.
It also follows from the text of the release that Vladimir Putin named the undermining of the Crimean bridge and attempts to damage Russian energy facilities as examples of provocative attacks by the Ukrainian side.
