Russian President Vladimir Putin signed decreeaccording to which the operational headquarters in eight regions, in whose territory a medium level of response has been introduced, can coordinate the work of military units and attract volunteers among citizens to protect public order, providing them with “the necessary equipment.”
The medium level of response was introduced in the Crimea, Sevastopol, Krasnodar Territory, Belgorod, Bryansk, Voronezh, Kursk and Rostov regions.
The operational headquarters of these regions, follows from the decree, are vested with the authority to “ensure coordination” of the forces of the RF Armed Forces, the National Guard, the Ministry of Emergency Situations, the internal affairs bodies and the FSB. These units are transferred to the operational subordination of headquarters. A representative of the Ministry of Defense, who is part of the operational headquarters, should manage the application of the new powers.
The governors of regions in which a medium level of response has been introduced should create interdepartmental bodies that perform the functions of a territorial defense headquarters and an operational headquarters. These structures should be led by the head of the region.
On the territory of the annexed regions – the DPR, LPR, Kherson and Zaporozhye regions – where martial law has been introduced, the law on territorial defense is in force. Vladimir Putin instructed to create these units in October 2022.
