Putin complained to officials at the Coordinating Council for NMD

The Coordinating Council to meet the needs of the Northern Military District did not live up to Vladimir Putin’s expectations. The President hoped that officials would present him with targets in key areas of support for the Armed Forces, outlined in his decree, but the government did not have time to calculate the necessary volumes and amounts. The GDP demanded that the Cabinet modernize its work and get rid of archaic procedures in order to make decisions important for the country faster.

On Tuesday, Vladimir Putin listened to reports by Mikhail Mishustin and Sergei Sobyanin, whom he had previously instructed to lead the work to provide military personnel participating in the NMD with everything necessary. He recalled that the authorities have long been talking about updating administrative procedures and the regulatory framework.

During the pandemic, a big step forward has already been taken in this direction. “We managed to get rid of archaic procedures that prevent us from moving forward at the pace that the country needs,” Putin said. However, as life in the NWO has shown, problems still remain. And now one more modernization is needed to make faster and more effective decisions related to ensuring the special operation and countering the sanctions. “Life itself is pushing us to take a close look at all this work once again and develop common approaches to updating all administrative procedures,” the president stressed.

As it turned out, this preamble, which was not directly related to the activities of the Constitutional Court, was dictated by the fact that officials did not justify the hopes of the president, who expected to get more specific information on meeting the most urgent needs of the NWO.

“Let me remind you that by today the Coordinating Council was supposed to form targets for certain areas of activity. So far, there are no such targets,” VVP was forced to state, expressing the hope that they would still go to the Kremlin in the near future. According to the decree of the Supreme Commander-in-Chief, the key areas include the supply and repair of weapons and military equipment, medical and sanitary services, restoration, construction, installation and other work in the combat zone, and logistics. For each of them, the volumes of supplies, costs, sources of financing should be determined, as well as pricing issues should be resolved and suppliers and subcontractors should be identified.

Mikhail Mishustin said that at this stage the composition of the Constitutional Court has been formed and powers have been distributed among the vice-premiers. In particular, Denis Manturov will head a working group that will deal with the supply of weapons, military equipment, clothing allowances and food for the army. Marat Khusnullin will oversee the creation of barracks, training bases, social facilities, and will also take care of issues related to logistics. Tatyana Golikova (together with Finance Minister Anton Siluanov) will be responsible for paying salaries and providing military personnel with medical care, including high-tech.

According to Mishustin, the Constitutional Court is also actively engaged in digitalization and building feedback with mobilized people and their families. “We analyze not only typical problems, but also work on each specific case,” the prime minister assured. He clarified that all the funds necessary for the payment of monetary allowances to the mobilized have already been transferred to the Ministry of Defense. At the same time, 195 thousand per calendar month are only basic payments. According to Mishustin, there are also bonuses for the title.

The prime minister also informed the president that the light industry is preparing to turn on all its capacities to produce clothing items for mobilized and special personal protective equipment (obviously, this refers to overalls that protect against chemical and radioactive substances, as well as radiation in the event of a nuclear explosion). According to him, small enterprises in the regions should join this work. It is necessary to “organize uninterrupted supplies of raw materials, materials and fabrics,” Mishustin added.

Moscow Mayor Sergei Sobyanin, in turn, said that the working group of the State Council created under his leadership is building its work in four areas. Firstly, it is working out the levels of response to the threats into which Vladimir Putin divided the country by his decree. He noted that in most regions everything is going according to plan and calmly. However, in the border regions, in particular in the Belgorod region and Belgorod itself, “additional response measures are required.” What exactly this means, the mayor did not specify.

The second area of ​​activity of the governor’s corps to help the SVO is the deployment of places for accommodation and training of the mobilized. A total of 60,000 jobs have been created. “This is a big job,” Sobyanin said. In addition, the regions are engaged in diverse assistance to the families of the mobilized, for whom, according to the mayor, the principle of “zeroing the criterion of need in the payment of benefits and providing other benefits” is applied (in other words: they help everyone, regardless of income and level of well-being). And one more direction is actions to support the defense industry. The regions are preparing to expand production and build the necessary military facilities.
