Putin canceled the time limit for the introduction of terrorist threat levels

Russian President Vladimir Putin lifted the time limit for introducing terrorist threat levels in Russian regions. Document published on the website of legal information.

Amendments are being made to the Presidential Decree of June 14, 2012 “On the Procedure for Establishing Levels of Terrorist Threat, Providing for Additional Measures to Ensure the Security of Individuals, Society and the State.”

Previously, the level of terrorist threat could be set for a period of no more than 15 days. Now, according to the new changes, the decision to introduce a threat level becomes indefinite and is valid until it is canceled.

There are three levels of terrorist danger: “blue” (increased), “yellow” (high) and “red” (critical). According to information on the website of the National Anti-Terrorism Committee (NAC), the “blue” level is introduced in the region if there is information that requires confirmation about the real possibility of committing a terrorist attack, “yellow” – if there is confirmed data about the real possibility of committing a terrorist attack. And the last – “red” – the level of terrorist threat is introduced in the presence of information about the committed terrorist attack or about the commission of actions that create a threat of a terrorist attack.

In April 2022, the “yellow” (high) level of terrorist threat was introduced by six of the seven border regions against the backdrop of regular shelling from Ukraine. Since then, the regime has been repeatedly extended. In addition, from October 19, 2022, a “medium response” regime was introduced, which, by decree of Russian President Vladimir Putin, was extended to eight border regions – Crimea, Sevastopol, Krasnodar Territory, Belgorod, Bryansk, Voronezh, Kursk and Rostov regions.
