Russian President Vladimir Putin signed a law banning gender reassignment in Russia. According to the document, it will be possible to perform a sex change operation in the Russian Federation only if there are medical indications.
The law also states that in the event of a change of sex by one of the spouses, the marriage will be annulled. Corresponding changes are made to article 16 of the Family Code, which describes the conditions for the termination of a marriage. It is envisaged that if there is a certificate of gender reassignment, then a person will be forbidden to adopt children.
According to the law, a ban is introduced on surgical intervention and hormonal therapy. It is forbidden to change gender in documents – a citizen’s passport will be considered invalid 90 days after such changes are made. At the same time, citizens who changed their gender before the day the law on the ban came into force will not be subject to its norms.
The gender reassignment law was approved Federation Council on July 19, the State Duma adopted it in final reading on July 14.
The authors of the law spoke deputies of the State Duma from all five factions, headed by the speaker of the chamber Vyacheslav Volodin. He justified the introduction of a legal ban on gender reassignment by the need to save the country from the “devilish policy” of the United States, where “these new pseudo-values are being promoted.” The adoption of the law is also associated with more frequent cases when a certificate of gender reassignment is presented in order to evade military service. According to the Ministry of Internal Affairs, cited in the text of the initiative, 142 people applied for a passport replacement on the basis of “sex change” in 2016, and already 996 in 2022.
