Putin approved the composition of the council for the development of local self-government

Russian President Vladimir Putin signed a decree approving the composition of the Council for the Development of Local Self-Government (LSG), should from a document published on the legal information portal.
Putin approved himself as chairman of the council, and Russian Prime Minister Mikhail Mishustin as his deputy. The federal part of the council included Andrey Yarin, head of the presidential department for domestic policy, as secretary, Anton Vaino, head of the presidential administration, Sergei Kiriyenko, first deputy head of the administration, Deputy Prime Minister Marat Khusnullin, Economic Development Minister Maxim Reshetnikov, Finance Minister Anton Siluanov, Minister of Construction and Housing and Public Utilities Irek Faizullin, Minister of Justice Konstantin Chuichenko, as well as representatives of the Federation Council and the State Duma.
The regional part, as agreed, will include the heads of the Samara, Ivanovo, Rostov, Penza regions, Buryatia and the chairmen of the legislative assemblies of Chechnya, the Kemerovo, Kaliningrad regions and the Yamalo-Nenets Autonomous Okrug. The municipal part includes 26 mayors, heads of districts and rural settlements.
On December 16, 2021, a draft new law on LSG was submitted to the State Duma. In the first reading, the bill was adopted in January 2022, and the deadline for submitting amendments to it was set until May 20. One of the main innovations of the bill, in addition to the redistribution of powers between different levels of government, is the mandatory transition from the two-tier system of LSG. According to the concept of the bill, by 2028 all rural and urban settlements will be merged with districts into municipal or urban districts, and their councils and administrations will be liquidated.
