Putin allowed to mobilize citizens with convictions for a number of serious crimes

Russian President Vladimir Putin signed a law allowing the mobilization of citizens with outstanding convictions for certain serious crimes. Paragraph 4 of Article 17 of the law “On mobilization training and mobilization in the Russian Federation” is set out in a new edition. According to the amendments to the law, citizens who have an unexpunged or outstanding conviction for rape, committing a terrorist attack, hostage-taking, as well as treason and espionage will not be subject to mobilization.
In addition, the law on mobilization was supplemented with an article according to which citizens who are doing alternative civilian service in organizations of the Russian armed forces, when mobilization is announced, continue to do alternative service.
Another law signed today Vladimir Putin, consolidates the status of volunteer formations. According to the document, volunteers are equal in status to contract servicemen.
Thus, they and their family members will be covered by the social guarantees and compensation provided for military personnel; cash payments cannot be lower than those of contractors holding similar military positions. Volunteers participating in the military operation will be insured at the expense of the federal budget.
Today, November 4, Mr. Putin declared on overfulfillment of the plan for partial mobilization. According to him, at the expense of volunteers, the number of citizens mobilized in Russia amounted to 318 thousand people. Earlier, Sergei Shoigu said that as part of the partial mobilization, it is planned to call up 300 thousand people.
