“Problems with major repairs of residential buildings remain. Last year they were not fulfilled in more than 16 thousand residential buildings, which left 1.5 million people essentially deceived and disappointed. It was revealed that in 2022 the total amount of unused money collected from citizens amounted to more than 100 billion rubles. An irrational approach to the formation of regional capital repair programs and their isolation from the real needs of residents is obvious, ”said the Prosecutor General (quoted by TASS).
According to Igor Krasnov, illegal activities of heads of regional operators and contractors were suppressed in 33 regions over the past year. Cases of embezzlement of capital repair funds were uncovered. More than 240 criminal cases have been initiated.
“The solution to the problem here can be the transfer of powers to open personal accounts of regovernors to the federal treasury in order to additionally control the spending of funds and manage temporarily free finances,” Mr. Krasnov believes.
Contributions for major repairs are monthly payments that are accrued to homeowners in apartment buildings. They are obligatory for all citizens, with the exception of privileged groups of the population. The size of the contribution for major repairs is set by the regional authorities. In Moscow, the single minimum rate for overhaul is 24.09 rubles. per one square meter. In St. Petersburg, the fee varies from 12.45 to 12.77 rubles. depending on the type of housing.
