Professor of the Research Institute of the Federal Penitentiary Service: 40% of convicts have one penny in their accounts

At a meeting of experts of the Council of the Commissioner for Human Rights in Russia, they spoke about inflated prices in Russian pre-trial detention centers and colonies. At the same time, a study of scientists showed that most of the inmates are beggars. This conclusion was voiced by the chief researcher of the Research Institute of the Federal Penitentiary Service, Professor Vyacheslav Seliverstov.
He said that in December 2022, another census of convicts was held. Its results are currently being investigated.
“But it is known that 40 percent of the convicts had 0.01 rubles on their personal accounts,” Seliverstov said. “Another 15 percent have less than 200 rubles. We need to understand why this is so.”
It is noteworthy that convicts often complain to human rights activists about low wages. So, several inmates of the Kirov IK informed the members of the HRC that
they cannot even buy a pack of tea and a ballpoint pen with their salary.
