The sixth, “defense” subprogram of the Program for Fundamental Scientific Research for 2021-2030, will begin to be funded from 2023. President of the Academy Gennady Krasnikov announced this on Wednesday at a meeting of the Presidium of the Russian Academy of Sciences.
One of the most important points that the Academy proposed when developing the draft Program for Fundamental Research for 2021–2030 was discussed back when the previous President of the Russian Academy of Sciences Alexander Sergeev was in office. This is the so-called 6th subprogram of the PFNI “On the creation of a scientific and technical reserve for the military-industrial complex in the interests of the country’s defense and state security.” In a strange, inexplicable way, this particular item was bypassed in terms of funding, while all other subprograms of the PFNI were allocated 2150320518.5 thousand rubles from the state budget.
It didn’t help that subprogram number 6 was supported by President Vladimir Putin himself when preparing the main document. In May of this year, the fate of the subprogram was vigorously discussed at a meeting of the Committee on Science and Education in the State Duma. The Chairman of the Defense Committee, Andrei Kartapolov, who was present, asked Sergeyev a quite reasonable question: “What measures is the Academy taking to strengthen the country’s defense capability?” Alexander Mikhailovich replied that the Academy is doing everything possible, but the relevant documentation is being slowed down somewhere at the top.
According to the new president of the Russian Academy of Sciences, Gennady Krasnikov, the subprogram, which was only talked about before, will be adopted by a separate resolution. The volume of its financing will amount to 8 billion rubles for several years.
“I spoke with Deputy Prime Ministers Denis Valentinovich Manturov, with Dmitry Nikolaevich Chernyshenko, with Prime Minister Mikhail Vladimirovich Mishustin about this. It was decided to start financing this subprogram from the new year. It will be carried out from the reserve fund.
I now ask all academic secretaries to upgrade this paragraph of the PFNI.”
