Poroshenko announced the time for the construction of the army at the expense of the Minsk agreements

Minsk agreements 2014-2015 gave Ukraine eight years to build its army and anti-Russian international coalition, said ex-President Petro Poroshenko in the BBC documentary Putin Against the West.

The authors of the film also took a comment from Christoph Heusgen, who in 2005-2017. He was an adviser on security policy to former German Chancellor Angela Merkel. According to him, Poroshenko told Merkel about the need for an agreement with Russia, since the Ukrainian forces were in a deplorable position in Debaltseve. “They can barely hold the lines, that if the Russians break through, then they can go all the way to Kyiv,” he said.

On December 7, 2022, Merkel, in an interview with Die Zeit, said that “everyone understood” that the Minsk agreements only froze the conflict in eastern Ukraine, but did not solve it. According to her, the 2014 agreements gave Kyiv “priceless time.” At the end of December, Merkel’s words confirmed and ex-President of France Francois Hollande, who took part in the signing of the agreements.

In the Russian Foreign Ministry, Merkel’s statement was considered an “application for a tribunal”, in the Kremlin, the failure to comply with the terms of the agreements called forerunner of the special operation that began on February 24, 2022.

The Trilateral Contact Group (authorized by Russia, Ukraine and the OSCE) in September 2014 signed the first Minsk agreements, which ended the active part of the hostilities in the south-east of Ukraine. The second Minsk agreements stopped the escalation of the conflict in February 2015 in the Debaltseve region and were signed with the participation of Germany and France.
