Political history of the Omsk region – Kommersant

November 11, 1991 President Boris Yeltsin appointed Leonid Polezhaev, chairman of the executive committee of the Omsk Regional Council, as the head of the regional administration. After that, he was elected to this position three more times and at the time of his resignation in 2012 was the record holder for the time spent at the head of a Russian region.

In the elections on December 17, 1995 Leonid Polezhaev won with a score of 59.62%, and in 1999 – with a score of 57.03%. Vladimir Dorokhin, head of the KPRF deputy group of the regional legislature, tried to challenge the registration of Mr. Polezhaev in court in 1999, since, according to the charter of the Omsk region, the same person could not be governor for more than two consecutive terms. However, the court sided with the governor, ruling that he had the right to participate in the elections for the second time, since until 1995 he was the appointed, and not elected, head of the region.

In 2003, the Constitutional Court allowed the heads of regions to be re-elected for a third and fourth term. At the elections September 7, 2003 Leonid Polezhaev won 55.96% of the vote. In 2005, he joined United Russia. In 2007, Mr. Polezhaev was reappointed by the Legislative Assembly of the region on the proposal of the President for five years.

The conflict between the governor and the mayor of Omsk Viktor Shreyder, which led to the departure of the latter from the region to the State Duma in December 2011, was widely covered in the media. In the Duma elections in 2011, United Russia received a low result in the region, after which Leonid Polezhaev announced that he would not apply for a new governor’s term.

April 9, 2012 the region on the proposal of the President Viktor Nazarov, deputy of the Legislative Assembly of the Omsk region, headed it. In September 2015, in the elections, he was elected for a second term with 60.02% of the vote. Mr. Nazarov left his post at his own request in 2017. Alexander Burkov became the acting head of the region, previously held the position of chairman of the Sverdlovsk branch of A Just Russia.

September 10, 2018 in the election of the governor of the Omsk region Alexander Burkov participated as a self-nominated candidate and scored 82.56%. He retired in March 2023 Acting head of the region was the head of the government of the DPR Vitaly Khotsenko.

In the Duma elections of 2021 United Russia won with 32.9% (in the country as a whole – 49.82%). In 2018, in the presidential elections in Russia Vladimir Putin scored 67.42% in the region (in the country – 76.69%).
