PMC of Moscow will check the pre-trial detention center “Kapotnya” because of threats to the arrested oppositionist from cellmates

Members of the Public Monitoring Commission (POC) of Moscow intend to conduct a large-scale inspection of SIZO-7 Kapotnya in the coming days. This was told to Kommersant by the executive secretary of the capital’s POC and member of the HRC Alexei Melnikov. The check, according to him, is planned to be carried out immediately by “about ten members of the commission” in order to be able to “enter the pre-trial detention center in groups and talk with the largest number of prisoners.” Mr. Melnikov assured Kommersant that human rights activists intend to talk with Maxim Lypkan, who was arrested in the case of military fakes.

The other day, Mr. Lypkan’s lawyer, Alan Kachmazov, reported pressure on his client from cellmates.

Recall that 18-year-old Maxim Lypkan is accused of disseminating false information about the RF Armed Forces (part 2 of article 207.3 of the Criminal Code of the Russian Federation). The police are sure that he was preparing a protest against the military actions of the Russian Federation on the territory of Ukraine. Until April 20, the court chose a preventive measure for him in the form of detention in a pre-trial detention center, the young man is in the Kapotnya detention center.

On February 28, lawyer Kachmazov spoke about the state of his client. “The inmates threaten that because of his anti-war views, he may “get into the roosters” — that is, he will end up in a lower, severely deprived caste, whose members are often subjected to violence and forced to do dirty work in pre-trial detention centers and colonies,” the report says. a lawyer who was published by the OVD-Info project (included in the register of foreign agents). “The cellmates did not stop at verbal threats and forcibly shaved a mohawk on Lypkan’s head.”

Alan Kachmazov also noted that in addition to his client, there are 12 other people in the cell, most of whom “do not share” the political views of the opposition leader and “believe that any state, even the most democratic and respectful of human rights, is evil.” “Maxim’s position towards the criminal world is not very tolerant – he believes that stealing is bad, that in any case there should be some kind of state,” the lawyer added.

On February 28, Kommersant sent a request to the Federal Penitentiary Service of Russia about the situation with Mr. Lypkan, but has not yet received a response. On the evening of March 1, Alan Kachmazov told Kommersant that the defense “has already turned to the right place, figured out the situation, it was resolved and measures were taken.”
