According to the parliamentarian, Russia is indeed a multinational country, but “this does not mean that we should open the doors to the Wahhabi diasporas.”

According to the Deputy Speaker of the State Duma, officials are trying to both earn money and think about security. A particularly profitable business in Russia, the parliamentarian said, is the construction and agricultural lobby. Tolstoy noted that low-skilled and low-paid labor is especially widely used in these areas.

To solve the problem, the State Duma deputy said, it is necessary to find a middle ground. In particular, create a mechanism for protecting the rights of those who have suffered from the actions of migrants and a punishment mechanism. Tolstoy also called for tightening the rules for obtaining citizenship.
