The parliamentarian recalled the words of President Vladimir Putin, who said that people who do not respect the history and culture of Russia should not work in the country. To do this, Tolstoy noted, it is necessary to change migration policy at the legislative level.

“We have adopted a bill that establishes a barrier to sham marriages and entry into citizenship. This is a very delicate topic,” said the State Duma deputy, noting that many people talk about the desire to quarrel with a multinational people.

According to the parliamentarian, Russia is indeed a multinational country, but “this does not mean that we should open the doors to the Wahhabi diasporas.”

According to the Deputy Speaker of the State Duma, officials are trying to both earn money and think about security. A particularly profitable business in Russia, the parliamentarian said, is the construction and agricultural lobby. Tolstoy noted that low-skilled and low-paid labor is especially widely used in these areas.

“We stumbled over greed,” said the State Duma deputy.

Petr Tolstoy drew attention to the fact that not all employers bear full responsibility for migrant workers. Many, he said, prefer to pay a bribe rather than follow the necessary procedures. He noted that companies hiring migrants must be responsible: provide medical care, biometrics, insurance, and payment for departure.

To solve the problem, the State Duma deputy said, it is necessary to find a middle ground. In particular, create a mechanism for protecting the rights of those who have suffered from the actions of migrants and a punishment mechanism. Tolstoy also called for tightening the rules for obtaining citizenship.
