Presidential press secretary Dmitry Peskov said that there is no need for additional instructions regarding monitoring the condition of housing and communal services systems. He linked heating outages in a number of regions to the wear and tear of the systems – according to Mr. Peskov, in 10–15 years “it is impossible to renew all the pipes.”

The Kremlin representative called the abnormal frosts for Russia a problem. He also claims that “despite all the titanic efforts to update all housing and communal services systems,” some of them remain in a “rather dilapidated state.” “These programs will continue. But it is impossible to update all pipes and all housing and communal services systems in 10 or 15 years. Therefore, these programs are extended over time,” he said during a press call.

When asked by Kommersant FM about how the Kremlin assessed the work of regional officials, Dmitry Peskov replied that “everyone did everything that could be done, and made the maximum possible efforts that were available.” He assured that regional authorities “will draw conclusions so that in those places where the infrastructure is most vulnerable, it changes in advance.” To a clarifying question about whether there would be instructions from the Kremlin on monitoring networks and their financing, he answered negatively. “This is not necessary because it is a normal process. The program is being implemented,” the press secretary assured.
