The Ministry of Economy published on regulation.gov.ru a draft government decree expanding the circle of participants in the issuance of various types of permits through the public services portal. It is proposed to involve the Ministry of Finance, the Ministry of Justice, the Ministry of Sports, the Ministry of Energy, the Federal Forestry Service, the Federal Antimonopoly Service and Rosatom in the process. In the White House apparatus, the expansion is explained by the intention to complete the permit reform this year and the increase in the share of electronic issuance of permits by its current participants. However, according to business associations, business is still not sufficiently aware of the possibility of abandoning paper in relations with the state.

The licensing reform was launched in the summer of 2021 as a result of the work of the “regulatory guillotine” – it is aimed at simplifying the receipt, extension and adjustment of licenses and other permits necessary for business. The reform is supervised by the head of the government apparatus, Deputy Prime Minister Dmitry Grigorenko.

In the fall of 2022, the White House Office tasked the Government Analytical Center (AC) to find out the reasons and find ways to overcome the indifference of business to the electronic form of applying for permits. Judging by the figures that Mr. Grigorenko’s secretariat is now citing, ways to intensify the process have been found. As of March 31, 160 thousand applications were submitted to the licensing authorities, of which 50% were in electronic form. At the same time, at the beginning of December 2022, out of 100 thousand applications, only 33% were electronic (see Kommersant of December 9). There was also a shift in the “vertical” breakdown: at the end of March, 56% of federal and 41% of regional permits were issued electronically (their total proportion is close to 50/50) against 37% and 29% at the beginning of December. The process is accelerating – in March alone, the number of electronic applications increased by 12%.

“The results of the experiment in the first quarter of 2023 testify to its effectiveness,” Dmitry Grigorenko confirmed to Kommersant. According to him, the planned expansion of the number of participating departments is due, among other things, to the fact that the government plans to complete the permit reform by the end of the year – along with the transfer of procedures to the public services portal, they are being optimized, including through interdepartmental interaction. This allows you to reduce the list of required documents and speed up the receipt of public services.

In total, 255 types of permits are available on the portal, including 49 licenses, and the number of required documents and the time for consideration of applications have been reduced by about half. By the end of the year, the government plans to launch more than 150 new types of licensing activities on the portal. “For this purpose, seven new participants are added to the experiment,” the official explained. As Kommersant was told in the Ministry of Economy, new participants in the experiment were selected on the principle of maximizing the potential effect for business.

According to the AC, one of the main reasons for the low demand for electronic applications for permits was the established traditions (especially for “piece types” of documents). According to the first vice-president of Opora Rossii, Marina Bludyan, there are several reasons. “Firstly, few people know about innovations, and explanatory work should be carried out with the participation of government representatives. Secondly, business is used to acting the old fashioned way – getting permits in paper format. Officials are also reluctant to switch to new procedures – the paper format leaves room for corrupt deals,” she explains. In addition, the expert recalls, due to anti-crisis relief, the validity of old permits was extended, so only newcomers come for permits, and there are noticeably fewer of them.
