Perdimonocle of deputy Pavel Simigin – MK

Five years ago, while vacationing in Gelendzhik, I accidentally met my old friend Angelina Pakhomova. She excitedly talked about her holiday at a hotel in the village of Kabardinka, where she came again and again. Because I have never seen such a homely environment anywhere else. I visited her once. That’s how I met Andrei Makeev and Sergei Belousov. It turned out that the warm and homely atmosphere here was created by their hands and filled with their good energy. Sincere, enthusiastic and very responsible, Andrey and Sergey, frankly speaking, surprised us with this approach to business. We talked then for four hours.

The guys told how in 2006, together with their friend Pavel Simigin, they decided to build a modern and comfortable hotel, agreed to pool their contributions and act together. The hotel opened in the crisis year of 2009. But it was impossible to give up.

– We have recruited a team of like-minded people. And it so happened that the main staff works with us to this day. It costs a lot. During the difficult first time, our children helped us, doing the necessary work as best they could,” said Sergei. – We ourselves personally met and saw off the guests, were administrators and suppliers. Things went well, the hotel was filling up, and we were happy that the vacationers were satisfied and happy

It seemed to me that the decency of Andrei and Sergei does not really fit with the strict laws of business. After all, they put the interests of people – vacationers – as a priority. We talked on the phone sometimes. The guys said that they were building new buildings and developing infrastructure. I rejoiced with them at the happy continuation of their business story.

Three comrades were friends

5 years have passed since then. And who would have thought that sad circumstances would force me to take up the pen? Remember that third person participating in the project, Pavel Vladimirovich Simigin. From that conversation, I remembered that Makeev and Belousov always valued their relationship with him. They trusted to such an extent that when it all began, in 2006, the three of them only verbally agreed to create a common project. Then they all got together, discussed the main points and distributed responsibilities: Belousov and Makeev are directly involved in the construction and development of the business, Simigin is involved in coordinating the development path of the hotel. They did not put anything in writing. Close friends. Moreover, in order to quickly receive another loan of 22 million rubles for construction in 2008, the guys agreed to transfer joint ownership to one person – Simigin.

– Since childhood, I have been taught to be faithful to this word. If you gave your word, then break, but keep it,” says Andrei Makeev. – Pavel and I have known each other since 2002. No formalities even occurred to me. Sergei and I believed that the mutual agreements of our union were stronger than reinforced concrete. When Pavel came on vacation, we discussed problems, important points and prospects. As a rule, Simigin only had to look at the hotel’s activity reports and get his money.

He was happy with everything, but the pandemic struck.

Perdimonocle for a deputy

– Difficulties began at the end of 2019 and continued in 2020. The hotel was practically empty, but we had to pay salaries, loans, utilities, taxes,” says Sergei Belousov, “we got together again. And Pavel Simigin suggested summing up all expenses. We adopted a step-by-step solution to the problem: first, to determine the costs of each party and then transfer the hotel to a management company with joint control. After the meeting, we spent six months collecting documents and reports on our expenses for the project.

There is a word with French roots – “perdimonocle”. It means confusion or great surprise. When a person’s eyebrows rise and their eyes bulge. So, with Simigin at the time of providing the costs, such a perdimonocle happened.

“It seems that he did not delve into our reports and did not expect that our total expenses with Sergei exceeded 120 million rubles,” says Andrei Makeev.

– The result of our common activities is the Fandorin Hotel, which consists of four multi-storey buildings, a two-storey cafe, two swimming pools, three parking lots, two children’s playgrounds, a bathhouse with an indoor pool, a bar and a landscaped area. In numbers, this is over 4 thousand square meters. m of real estate with a market value of more than 500 million rubles,” added Sergei Belousov. “But in addition to material investments, we have invested here all our professional knowledge, skills, abilities and, most importantly, our soul, so that our guests would like to come back here again and again.

After receiving the reporting documents, Pavel Simigin became quiet, stopped answering letters and calls, and as it later turned out, he received the mandate of a State Duma deputy.

From that moment on, he became inaccessible to them. After all, now he no longer needs them. He received a functioning hotel, and the guys were left with tens of millions of unpaid loans taken out for the construction and development of the hotel.

“Simigin is well aware of the “strong” side of his position,” says Andrei Makeev, “the absence of a written agreement between us.” What about the word once given to partners? It seems like an empty phrase for him. Desperate to achieve a peaceful resolution of the situation, we went to court. At the meeting, Simigin’s representative stated that the entire Fandorin was built with his money, and we were only carrying out one-time orders. Of course, should we now compete with Pavel with his deputy status?

The courts (Gelendzhik City, Krasnodar Regional) did not particularly try to examine the documents on the costs of construction and operation of the hotel provided by Belousov and Makeev.

Belousov and Makeev prepared a statement of claim to the court, which indicates signs of unjust enrichment of deputy Pavel Simigin. It will be considered in the Khabarovsk Territory. I was shown the response from the State Duma Commission on Deputy Ethics and the police report. These documents say that Pavel Simigin claims that all property was purchased with his money.
