Payments from the Russian budget to oil companies for the fuel damper in April amounted to 107.2 billion rubles. This is 10.9% more than in March (96.7 billion rubles). In April 2022, 450.3 billion rubles were paid for the damper.
The damper is a tool to contain prices within the Russian Federation when world prices for raw materials rise. It is calculated as part of the difference between the export fuel price and the indicative domestic price. If the difference is positive, the budget pays extra to the oil companies for deliveries to the domestic market, and if the difference is negative, the oil companies pay to the budget.

As a result, the refinery margin could be halved, which, according to Kommersant’s interlocutors, will force oil companies to raise wholesale prices. Against the background of reports of a possible reduction in the damper, gasoline prices in Russia have reached their highest level since the beginning of the conflict in Ukraine.
