Patriarch Kirill of Moscow and All Rus’ called for a ban on the mobilization of fathers with three or more children in peacetime. He is convinced that this will help improve the demographic situation in Russia.

The Patriarch raised this topic during his speech at the Christmas parliamentary meetings in the Federation Council. In his opinion, it is families with three children that provide, “albeit minimal, but a real increase in our population.”

“For the purpose of saving people and stimulating the birth rate in Russia, I consider it important… at the federal level to legally prohibit the mobilization in peacetime of large fathers with three or more children. According to the current law, fathers of four children have the right to a deferment,” said Patriarch Kirill (quoted by TASS).

Vladimir Putin announced partial mobilization on September 21, 2022. On October 31, he announced its end, but did not sign a separate decree. War correspondent Alexander Sladkov assertsthat Mr. Putin made a decision on the participation of those mobilized until the end of the military operation.

As part of the partial mobilization called 302.5 thousand Russians. According to the Ministry of Defense, the right to defer got more than 800 thousand people. By law, citizens who have four or more dependent children under 16 years of age, as well as single mothers with four or more children under 8 years of age, can receive a deferment.

Today, January 23, Vladimir Putin signed a decree that establishes that a family with three or more children is considered large. Previously, regions themselves determined how many minor children a family should have in order for it to be considered large.
