Palestinian President Mahmoud Abbas at a summit in Cairo ruled out the possibility of moving Palestinians from the Gaza Strip and accused Israel of aggression against the Palestinian people. The King of Jordan and the President of Egypt also opposed the forced evacuation of citizens – the latter last week made a proposal to host an international summit on the Palestinian-Israeli conflict.

At the Cairo summit on October 21, Abbas criticized Israel’s operation in the Gaza Strip. reports Al Arabiya TV channel. He said Palestinians were facing “Israeli aggression” directed against civilians. To resolve the conflict, he called for “the implementation of a two-state solution and an end to the occupation based on a clear time frame.”

The Palestinian leader, according to the TV channel, also called on the UN Security Council to be responsible to the Palestinian people. He stressed that Palestinians will not be displaced or expelled from their land.

King Abdullah II ibn Hussein of Jordan agreed with this position. He called the possible “forced or internal displacement of Palestinians” a war crime. The monarch also condemned the world’s silence following the Israeli attacks on the enclave and called for “an even-handed approach to the Israeli-Palestinian conflict.”

Egyptian President Abdel Fattah el-Sisi said he had invited the leaders to reach an agreement to “end the humanitarian catastrophe in the Gaza Strip and revive the path to peace between Israel and the Palestinians.” He said the road map’s goals included delivering aid to Gaza and agreeing to a ceasefire.

The Egyptian head of state also reiterated Egypt’s opposition to the “forced displacement” of civilians from the Gaza Strip and said that the Palestinian people “refuse to leave their land, even if it is under occupation.” He also called for international protection for the “Palestinian people and innocent civilians” in the Gaza Strip, the TV channel reports.

UN Secretary-General Antonio Guterres called during the summit to protect civilians and civilian infrastructure, including hospitals, schools and UN premises, from Israeli strikes. In his opinion, Hamas’s attack on Israel “can never justify the collective punishment of the Palestinian people.” He also stressed that a two-state solution to the conflict is “the only realistic basis for true peace and stability.”

“Israelis must see their legitimate security needs realized, and Palestinians must see their legitimate aspirations for an independent state realized,” Guterres said.

The UN is working around the clock with all parties to ensure a sustainable delivery of aid to Gaza, but its residents “need a commitment to much more” – a continuous flow of aid on the scale required, the organization’s secretary-general added.

It is not yet clear that this summit has a chance to really stop the hostilities on the part of Israel, as was stated for the purpose of the event, says Kirill Semenov, an expert at the Russian International Affairs Council. According to him, this is an attempt by Arab states to demonstrate their activity, but it is unlikely that their resolutions will be able to stop Tel Aviv, which has already received guarantees of full support from the United States.

The summit could have some impact on the situation if only decisions on the scale of the 1973 oil embargo against Western countries are announced, but for now this is unlikely, he believes. “It is not yet clear that the Arab countries are willing to take a tougher position than what has already been generally demonstrated.
