Encourage young people to ensure that after graduation they go to work in the profession they have received will be legislative innovations proposed by a group of parliamentarians from both houses of parliament from United Russia. On Friday, June 24, a draft law on amendments to the Law “On Youth Policy in the Russian Federation” was submitted to the State Duma.
To date, the law defines such a category of young people as “young specialist”. This is a citizen of Russia up to 35 years old inclusive, who received a professional education and got a job for the first time in accordance with the qualifications received. Legislators note that today state authorities, local governments, as well as the largest Russian organizations, for example, state corporations, are taking various measures to stimulate young professionals: preferential mortgage lending, compensation payments for the purchase and construction of housing, “lifting” payments, stimulating wage increases , promotion of professional growth and scientific achievements.
The developers of the document draw attention to the fact that with such a wording, those who began their labor activity in their student years cannot be recognized as young specialists. To eliminate this injustice, the legislators propose to replace the words “first-time job seeker” with “carrying out labor activity” in the current wording. In addition, they propose to introduce the category of “young worker” into the law. This is a citizen of the Russian Federation under the age of 35 inclusive, who has entered into an employment relationship with the employer.
