Parking meters will soon disappear from the streets of the capital: the decision to dismantle almost all devices, Kommersant found out, was made by the Moscow authorities. Devices for payment by cards are almost not in demand today. They account for less than 1% of all transactions of parking users, and 95% of payment traffic goes through the application, they say in the Moscow Department of Transport. At the same time, in 2022 alone, the mayor’s office spent more than 100 million rubles on servicing payment machines.
The capital GKU “Directorate of Transport Procurement” completes the tender for 11.7 million rubles. for the dismantling of 590 street parking meters. On July 14, the collection of applications ended. The contractor will remove devices from the streets, restore asphalt or tiles, remove debris. The structures will be dismantled together with the concrete base.
The first parking meters appeared in Moscow in 2012, when paid parking zones began to be deployed in the capital. Then two models were used – Parkeon and Cake. Since 2014, Kommersant calculated based on public procurement data, the mayor’s office has signed contracts for more than 1.7 billion rubles. installation and maintenance of parking meters. In 2022 alone, according to the City Hall, the total cost of operating devices and services to ensure cashless payments exceeded 105 million rubles.
At the same time, the popularity of parking meters has been declining over the years: in 2012, the share of payments by this method was 37%, in 2014 – 17.2%, in 2018 – 2.4%. Now, Kommersant was told in the press service of the Parking Space Administrator (AMPP), parking meters are used by less than 1% of drivers. “Many parking meters have never been used since the beginning of the year,” the institution said. “With the development of modern payment methods, parking meters have ceased to be popular. 95% of drivers choose the Russian Parking app for payment. There are other ways – SMS, website, voice payment, partner services. There is no longer a need for a large number of parking meters, the variety of other payment methods will allow you to painlessly remove unused devices.
AMPP promises to leave 80 of the most popular parking meters near medical institutions, train stations, shopping centers, markets, etc. The rest of the devices will be dismantled within 30 days after the signing of the contract (that is, until the end of summer). Parking meters, told Kommersant in AMPP, may be transferred to regions that are just starting to develop paid parking lots. Until that moment, they will be stored in Krasnogorsk at one of the Mosgortrans sites, follows from the TOR for the tender.
“If parking meters are almost never used, they require maintenance, interfere with the passage, then this decision is justified,” says Yaroslav Nilov (LDPR), head of the Duma Committee on Labor and Social Policy. “On the other hand, conditions must be created when citizens who do not have applications, no phone (for example, non-residents) when using the parking lot, they would still have the opportunity to pay so as not to receive a fine (5 thousand rubles— “b”). Car owners should have clear and precise information on how to pay for parking in an alternative way.”
“The reason for the low popularity of parking meters is the extremely short time for payment, and not the fact that we all switched to maps and the application,” says Petr Shkumatov, coordinator of the Blue Buckets movement. “When 15 minutes were allotted for payment, parking meters were more popular. When done five minutes (this rule has been in effect since 2018.— “b”), sometimes you just can’t run to the parking meter.”
Dmitry Popov, a specialist from the St. Petersburg Traffic Management Directorate, says that the interface of parking meters is not very convenient, and besides, they often become victims of vandals. “Maintaining these devices in working condition is quite an expensive story,” he says. “So I think that St. Petersburg will soon join Moscow – the number of parking meters will also decrease.”
