Pamfilova proposed to adopt a law on electronic collection of signatures in Moscow

Chairman of the Central Election Commission (CEC) Ella Pamfilova believes that in Moscow it is necessary to adopt a capital law on electronic collection of signatures. Also, Mrs. Pamfilova suggested extending the electronic collection of signatures to the federal elections. It will be possible to organize the collection of signatures through mos.ru or Gosuslugi, the head of the Central Election Commission said at the public election observation headquarters in Moscow, her words are quoted by Interfax.

“Now in 15 regions we have adopted such regional laws that it is possible to collect up to half of the signatures in electronic form <...>. This should be done in Moscow. But we want to do this in the federal elections as well,” said Ella Pamfilova, noting that the CEC is initiating the adoption of a law on electronic collection of signatures.

In this way, it will be possible to obtain up to half of clear and verified signatures that no one can cancel, Ms. Pamfilova explained. “Mos.ru or Gosuslugi passed – everything, 100% half (signatures.— “b”) is,” said the head of the CEC.

Ella Pamfilova also said that two days is the optimal period for voting in elections in Russia. However, “people liked the three-day format,” leads TASS words of Mrs. Pamfilova.

In May 2020, the State Duma accepted a law that contains an amendment on the ability to vote in elections and referendums, including at the federal level, by mail or remotely.

Also the law suggests collection of signatures of voters. In addition, in order to eliminate errors in the preparation of signature sheets, the draft establishes the obligation of the commission organizing the relevant elections, referendum, to approve the sample filling in the signature sheet: when affixing the signature and the date of its entry, the voter, referendum participant personally enters his last name, first name and patronymic into the signature sheet.

At the same time, the number of signatures collected online must be specified in the law of the constituent entity of the Russian Federation, but it cannot exceed 50% of the number of signatures required for registration of a candidate.

From September 9 to September 11, 2022, voting takes place in Russia at elections of various levels in 82 regions of the country.
