The head of the Central Election Commission (CEC), Ella Pamfilova, said that elections at various levels in September would be held without foreign observers. She explained that their presence is provided only for federal elections.
“Naturally, there will be no foreign observers. I’ll tell you why: in accordance with our international treaties, foreign observers attend federal elections,” Ms. Pamfilova said on the air of Komsomolskaya Pravda radio (quote from Interfax).
The CEC chairman also said that since the beginning of June, about 22,000 cyber attacks had been made on the GAS Vybory system. She noted that the system has learned to work in such conditions.
“Our system is invulnerable. GAS “Vybory” is absolutely invulnerable to any attacks, since it is autonomous from the global network,” said Ella Pamfilova. She added that the CEC is switching to a digital analogue of this system.
From September 9 to 11, election campaigns of various levels will be held in the country, including the election of 15 heads of subjects (14 direct ones, as well as one election through voting in parliament), elections of deputies of six legislative bodies of state power in the subjects of Russia.
