Palliative patients stuck between budgets

The Vera Hospice Fund has launched a charity fundraiser for palliative care for nonresident citizens in Moscow. According to the law, the patient’s home region should reimburse such costs, but in practice the mechanism of intergovernmental transfers does not work. So, in 2022, Vera paid for 8 million rubles in capital palliative care for 130 people from other regions. Experts point out that in the capital these services can cost three times more than in the regions. The Moscow Department of Health claims that it has not received applications from other regions for the hospitalization of patients in the palliative institutions of the capital.
